The Teutonic Order is a theocracy situated on the coast of the Baltic Sea. By 1444, it was in decline, decisively beaten by a Polish-Lithuanian alliance at the Battle of Grunwald. It would in time become a vassal state of the Polish kings, and be transformed by the Reformation into the secular Duchy of Prussia.

The age of crusading knights is fading fast. There will come a time when we no longer stand to gain by holding on to the trappings of a monastic order. Besides, the Grandmaster would much rather be a Duke... or King. By reforming into a secular state, we can revitalize our administration and gain the respect of our neighbors.

Strategy

The player is recommended to join the HRE as soon as possible, both for protection from Poland and to allow expanding in Germany without drawing in the Emperor. Since the TO has a culture that belongs to the Germanic group, this is possible as soon as relations with Austria reaches +184.

To achieve this, the player ought to refrain from rivaling Brandenburg, as this makes a premature war against them and their likely ally Austria almost inevitable. If Austria has not rivaled Hungary, an alliance with the Hungarians may also delay an attack from Brandenburg. A temporary alliance with the Livonian Order should also be considered.

Once you are allied to Austria and have joined the HRE, it is time for expansion. The weak Livonian Order and their common ally Riga are good targets. Fabricate on Kurland, and in the war demand Riga's full annexation plus the vassalization of the Livonian Order. Sell Riga back to the Livonians or core it yourself. Pomerania should be the next target for expansion, as they usually lack decent allies. As usual with HRE expansion, vassalization is recommended to reduce AE, but beware of the vassal annexation reputation malus. Once the Baltic coast is secure, plotting to attack Brandenburg is a good idea, but requires for them not to be allied with strong nations, especially Austria.

Protestantism should be adopted as soon as possible, as it's a requirement to reform into Prussia, which has the best military ideas in the game. However, the player is recommended to convert all provinces to Protestantism before reforming, as the TO's ideas are ideal for doing this. A Prussia with its national idea set completed as well as the Offensive and Quality idea groups can take on countries several times larger and win readily.

Reforming into Prussia as TO will shift to a monarchy.
