Estates are a mechanic added in The Cossacks DLC. Most countries have 3 estates. Estates require control of a certain amount of a nation's provinces, and have two basic attributes: influence and loyalty, which depend on the land they hold and several other factors. Depending on their influence and loyalty, estates provide nation wide bonuses or penalties as well as a modifier in provinces they control. Estates also have interactions with effects based on Loyalty and Influence. Native councils, Siberian Clan Councils, Merchant Republics, and Celestial monarchies do not have estates.

Introduction to estates

Estates are factions within a nation that influence domestic politics. They provide bonuses or penalties depending on their management.

  • Loyalty Estate loyalty is a measure of how willing the estate is to aid in the nation's government. Loyalty scales from 0 to 100, and is separated into three tiers: Unhappy (0-29), Content (30-59), and Happy (60-100). Loyalty determines what effects the estate confers, both on the provincial and national level. When unhappy, an estate confers only penalties; when content, it confers a single bonus; and when happy it confers an additional bonus. The strength of the effects is determined by the estate's influence. Loyalty is affected by estate interactions, various national factors, events, decisions, and territorial grants and revocations.
  • Influence Estate influence is a measure of how much power the estate has over the nation's government. Influence scales from 0 to 100, and is separated evenly into five tiers. The tier of influence determines the strength of the national effects conferred by the estate's loyalty, as well as the strength of some estate interactions. Provincial effects are not affected by influence. If an estate's influence is 80 or higher, regardless of the estate's loyalty, the nation is at risk of the estate seizing power in a coup, in the form of a disaster. Each estate has a base level of influence, and is affected by estate interactions, various national factors, events, decisions, and territorial grants and revocations. If an estate's influence drops below 0, it will be removed from the nation until its influence exceeds 0 once more.
  • Territory Estate territory can be granted to an estate to increase its loyalty and influence. Granting a province to an estate sets the province's minimum autonomy to 25% (50% for the Tribes estate) and confers various provincial effects based on the estate and its level of loyalty. A territorial grant increases most estates' loyalty by 1, and its influence by 1.5 (up to a maximum of 40) for every 1% of the nation's total development that the province represents. For example, in a nation with 200 development, granting a province with 10 development to an estate will increase the estate's loyalty by 5 and its influence by 7.5. The Dhimmi estate gains only 0.75 influence per 1% of national development, and the Tribes estate receives only 0.5. Revoking a province from an estate removes the influence granted by the province, and reduces the estate's loyalty by an amount equal to the influence lost. This means that, with the exception of the Dhimmi and Tribes estates, granting and subsequently revoking a province incurs a net loss of loyalty. Once granted to an estate, a province cannot be revoked until one year has passed. If an estate is unhappy, revoking a province from the estate will cause rebels to rise up. Most estates demand that a certain percentage of the nation's total development be granted to them. If these demands are not met, the estate in question will gradually lose loyalty. The amount of territory each estate demands depends on the estate and various national factors.
  • Interactions are a set of actions that can be taken towards estates, typically either giving something to the estate or requesting something from it. Interactions affect the estates' loyalty and influence in various ways.

Nobility

The Nobility.png Nobility estate represents the aristocrats of the nation. Governments with parliaments do not use this estate, nor do revolutionary governments.

The Nobility will raise the granted province minimum autonomy level to 25% and will accept all provinces.

The Nobility want to control at least 10% of the nation's non-overseas Development.png development, modified by:

  • +5% Has government Government monarchy.png Feudal Monarchy
  • +30% Has government Government republic.png Noble Republic

The Nobility have a base Estate influence influence of 20%, modified by:

  • +10% Has ruler modifier Power to Magnates
  • +5% Has Eastern technology group Eastern technology group
  • +5% Has Government monarchy.png Monarchy government type (but not a Feudal Monarchy)
  • -40% If another estate has seized control of the nation

The Nobility Estate loyalty loyalty is modified by:

  • +10% If Icon legitimacy monarchy.png legitimacy at least 95
  • +5% If Icon legitimacy monarchy.png legitimacy between 70 and 94
  • -5% If Icon legitimacy monarchy.png legitimacy between 25 and 49
  • -10% If Icon legitimacy monarchy.png legitimacy less than 25
  • -20% If another estate has seized control of the nation

Disaster: If the Nobility.png Nobility estate gains high Estate influence influence levels (80-100), their estate disaster will begin ticking and - unless lowered - will eventually trigger the Aristocratic Coup disaster.

The Burghers.png Burghers estate represents the city dwellers and the merchants.

The Burghers will raise the granted province minimum autonomy level to 25% and will only accept the following provinces:

  • If province has at least Development.png 10 development
  • If province has at least Trade power.png 5 trade power

The Burghers want to control at least 0% of the nation's non-overseas Development.png development, modified by:

  • +20% Has Government republic.png Republic government type (but not a Noble Republic)

The Burghers have a base Estate influence influence of 10%, modified by:

  • +30% Is a Free Imperial City
  • +5% Has at least 1 province with Development.png 30 development
  • +5% Has a province with a Province trade power value.png Center of Trade (but not Free Imperial City)

The Clergy.png Clergy estate is not available for the Flag of USA USA. If a Clergy controlled province is conquered by another nation of a different religion the estate is then removed from that province.

Cossacks

The Cossacks Cossacks estate is only available to christian nations in the Eastern technology group Eastern tech group, and only if they control Steppe provinces. The estate is kept even after westernization. The AI will always grant provinces to the estate as long as it doesn't push it's influence too high.

The Cossacks will raise the granted province minimum autonomy level to 25% and will only accept the following provinces:

  • If province has a steppe terrain

The Cossacks don't want to control a percentage of the nation's non-overseas Development.png development.

The Cossacks have a base Estate influence influence of 0%, modified by:

  • +10% for having at least Province icon.png 10 provinces and a steppe terrain
  • -40% If another estate has seized control of the nation

The Cossacks Estate loyalty loyalty is modified by:

  • -20% If another estate has seized control of the nation

Disaster: If the Cossacks Cossacks estate gains high Estate influence influence levels (80-100), their estate disaster will begin ticking and - unless lowered - will eventually trigger the Cossack Independence disaster.

Dhimmi

The Dhimmi.png Dhimmi estate is available only to nations of the Muslim religious group. If a Dhimmi controlled province is conquered by another nation the estate is then removed from that province. The AI will always grant provinces to the estate if it either belongs to the Ottoman technology group Ottoman tech group or has taken the Humanist idea group.png Humanist ideas group and owns more than 10 provinces. The AI will continue doing so as long as it doesn't push it's influence too high. Additionally, the Dhimmi receive only half of the normal influence from territory (0.75 influence per 1% of total development).

The Dhimmi will raise the granted province minimum autonomy level to 25% and will only accept the following provinces:

  • If province has a non-Muslim religion

The Dhimmi want to control at least 0% of the nation's non-overseas Development.png development, modified by:

  • +10% Has a Province icon.png province with a non-Muslim religion

The Dhimmi have a base Estate influence influence of 0%, modified by:

  • +20% Has modifier Ruled by Religious Minority

Tribes

The Tribes Tribes estate represents the various tribes compromising the Horde nations. It is the only estate available for the Steppe Nomads. If a Tribes controlled province is conquered by another nation the estate is then removed from that province. If the player reforms the nation the estate disappears (and removed from the provinces) and in its place the other estates become available. Additionally, the Tribes only receive one third of the normal influence from territory (0.5 influence per 1% of total development).

The Tribes will raise the granted province minimum autonomy level to 50% and will accept all provinces.

The Tribes want to control at least 33% of the nation's non-overseas Development.png development.

The Tribes have a base Estate influence influence of 10%, modified by:

  • +10% for every Province icon.png 10 provinces (up to a max of +40%)

Disaster: If the Tribes Tribes estate gains high Estate influence influence levels (80-100), their estate disaster will begin ticking and - unless lowered - will eventually trigger the Dominance of the Tribes disaster.
