Development is province attribute introduced in 1.12 patch, which replaces former base tax/manpower system. There are 3 kind of developments - base tax, production, and manpower. Player can increase province development value by using monarch power with Common Sense DLC

Effects of Development

  • Base tax: +1 yearly tax income, +1 local spy defense
  • Production: +0.2 goods produced, -1% shipbuilding time
  • Manpower: +250 max manpower pool, -1% regiment recruitment time, +1% garrison growth speed

In addition, total development value of a provinces gives the following: (per 1 development)

  • Local trade power: +0.4
  • Local missionary strength: -0.1%
  • Army forcelimit: +0.1
  • Navy forcelimit: +0.1 (only if the province is coastal)
  • Province supply limit: +2%
  • Province warscore: +1%
  • Province overextension value: +1%
  • Core cost: +10

In addition, player's nation gains caravan power of total development/3, up to 50.
