Should Westphalia really be included on the list? From what I can tell from the event in Westphalia.txt, the only way for it to form is via rebels. The player cannot form it. ~ Meneth (talk) 13:33, 30 August 2013 (CEST)

Added new formable nations for 1.3
Includes Westphalia, Greece, and Hannover. Also added Byzantium, it was somehow overlooked.

Should Japan be included in this? You can't form it if you don't have the Daimyo government type, which cannot be gained any way other than starting as one. 1.27 End-game tag Yuan and Mongol Empire
Yuan is listed ad an end-game tag, though it can form the Mongol Empire (Which has "was_never_end_game_tag_trigger = yes" in the decision file). I tried to find if there was a file that listed the end-game tags but didn't find it. So, is Yuan still an end-game tag, or is this decision an exception?
