These are flavor events regarding interactions between nations and their subject nations (from /Europa Universalis IV/events/SubjectInteractionEvents.txt).

Our embargoes against our rivals are not working as well as we had hoped them to, and one reason might be that one of our vassals is still trading with them! They are smuggling goods back and forth and thus interfering with our goals and making us appear weak. The smuggling is very minor, but could become very damaging to us.
