Sápmi is a nation in the Scandinavian region. It is also the primary nation of the Sami culture. It does not exist in any start date, but because it has cores it can be released, or it can be formed due to rebellions.
The below is one of many player suggested strategies for Sápmi. Bear in mind, due to the dynamic nature of the game, it may unfold differently for other players.
Due to Sápmi or its cores not appearing at any start date in the game, the player must spawn it using cheats or rebels.
One method of playing as Sápmi would be starting the game as Sweden, which controls Sápmi's core territory. As Sweden, the player should quickly gain independence from Denmark to avoid annexation. Once the player has gained independence from Denmark, they should attempt to reduce their stability as low as possible and try to aggravate provinces with Sami culture, in order to spawn Sápmi separatists. Being Sweden, the player can more easily cause unrest by declaring war on Novgorod and taking Kola from them (which is also a Sápmi province, although the player should also be wary of religious zealots from that province). Once Sami separatist rebels have spawned, the player must let the rebels siege down as many provinces of Sami culture as possible to spawn the cores for Sápmi before swiftly crushing them. With the Sápmi cores in place, the player can release and begin their game as Sápmi. The player can also release Finland to further weaken Sweden before they begin their game as Sápmi, however releasing Finland will result in a lot of Sápmi territory being handed over to it, as Finland shares cores on the land, making the player-lead Sápmi much weaker due to them losing much of their core territory.
If you are in a situation where it would be difficult to gain the provinces or you simply don't want to start a war over the land, you can use spies to spawn Sápmi. If Denmark annexes Sweden build a spy network and support Swedish rebels. If Denmark is unable to put the rebels down, this will trigger an uprising of tremendous strength. From there Denmark's Stability will drop, causing more rebels to spawn, including Sápmi Separatists. If the Danish army is beaten by the revolting Swedes or suffers major damage crushing them, Sápmi will gain independence. After this, the player simply needs to attack Sápmi, annex it, and then release and play as it.
