Quebec can be formed by any former colonial nation that owns and cores 10 specific Canadian provinces.^[1]

The time has come to shake off the last remains of our colonial past. We must form a proper nation and solidify our claims to this region.


Potential requirements The game is not using a random New World. The country: is not a nomad nation. was never an end-game tag. is a colonial nation or former colonial nation. owns a province in Colonial Canada (colonial region). has not formed one of these countries before. If this country is AI-controlled, it must own at least 3 provinces.	Allow The country: is a former colonial nation. has an administrative technology of at least level 10. is not a subject nation other than a tributary state. is not at war. owns its core provinces: Innu (996), Tadoussac (995), Stadacona (994), Maisouna (990), Algonquin (992), Abitibi (1002), Cree (1000), Cisasipi (999), Qikirmiut (998) and Chisedec (997). Quebec does not exist.

Effects The country: changes to Quebec. gains a permanent claim on every non-owned province of Colonial Canada. gains 25 prestige. gets the modifier “Increased Centralization” for 20 years with the following effects: −0.05 monthly autonomy change, +1 national unrest.
