Iberian Catholic nations and Andalusian Islamic nations can create holy orders.

Establishing a holy order in a state costs 50 administrative, diplomatic or military power and gives +1 corresponding development to each province in the state and a unique permanent modifier depending on the order. Catholics and Muslims have different holy orders available, but they work similarly. Each state can have only one holy order.
