Ngati Toa is a one-province Maori chiefdom (iwi) in the North Island of New Zealand. By unifying all iwi in New Zealand, it can form Aotearoa. It borders Tainui to the north, Ngati Ranginui to the northeast, and Ngati Kahungunu to the east. It also sits across the Cook Strait crossing from Waitaha.

Uniting New Zealand as quickly as possible to form Aotearoa is likely to be a priority when playing as Ngati Toa, as European nations will begin colonising Oceania relatively soon after beginning to colonise the Americas, and be extremely difficult to evict. Ngati Toa starts with 10 development, equal highest in New Zealand alongside Tainui, Ngati Ranginui and Ngapuhi. Their geographic position allows them to control Cook Strait between the North and South islands. The kingdom government rank can be achieved without forming Aotearoa through the Centralize the Realm mission; however, irrespective of whether the player chooses to form Aotearoa the same strategies will be relevant for Ngati Toa once it has united New Zealand.
