Uniting New Zealand as quickly as possible to form Aotearoa is likely to be a priority when playing as Ngapuhi, as European nations will begin colonising Oceania relatively soon after beginning to colonise the Americas, and be extremely difficult to evict. The kingdom government rank can be achieved without forming Aotearoa through the Centralize the Realm mission; however, irrespective of whether the player chooses to form Aotearoa the same strategies will be relevant for Ngapuhi once it has united New Zealand.
Ngapuhi starts with 10 development, equal to Tainui, Ngati Ranginui and Ngati Toa as the highest in New Zealand. Additionally, their geographic position enables them to fabricate claims on any other province in New Zealand, allowing flexibility in expansion. Unlike other iwi, Ngapuhi has the option to expand outside of New Zealand right away as well, with the Fijian nations of Lau, Vanua Levu and Viti Levu adjacent via sea. However, it is recommended to expand into New Zealand first for a number of reasons. Firstly, the mission tree provides rewards for uniting New Zealand which will give Ngapuhi a significant early boost (along with the ability to form Aotearoa). Secondly, while troops are tied down in the Fijian islands conquering them and/or dealing with rebels, Ngapuhi's homeland is vulnerable to attack unless Tainui can be secured as an ally. Additionally, invasions over sea are much more difficult than via land, especially at the start of the game when technology is poor. Unifying New Zealand will give Ngapuhi a considerable economic and military advantage over the Fijian OPMs (even if one of them were able to form Viti, which is unlikely) and also provide mission completion rewards in the form of monarch points and modifiers that will make taking Fiji significantly easier.
