Khiva is a Turkmeni state in Central Asia. It does not have any provinces in 1444, but can be released through rebels or as a vassal. Khiva exists in game starts later than 1555. Unlike most countries in the region, they are an Iqta, not a Steppe Nomad. They can also form Mughals
