A formable country is one that can be formed by decision if certain conditions are met. A reformable country is a formable country that exists at the 1444 start; if it ceases to exist other countries with similar culture may transform into it, adopting their flag, ideas, and identity. All the relevant formation decisions can be found in their respective country pages (unless otherwise stated).
Forming a country through decision[edit | edit source]
Generally, a nation must meet the following requirements to form most formables:
- Target formable does not exist
- Current nation is not an end-game tag
- At peace
- Is not a non-tributary subject
- Is not a Steppe Horde
- Own and core certain provinces (Some provinces can also be owned by non-tributary subjects)
And forming a country will have the following effects:
- A new name and color; often some prestige, permanent claims and the "Increased Centralization" modifier.
- Most formable countries have unique national ideas. An event triggered by the formation decision gives a choice between switching ideas or keeping the existing set. Note that custom nations do not get the event this way.
- Formation of a new country changes "historical rival" attitudes regarding other countries. For example, if Christian Ottomans form Roman Empire, they will no longer be historical rivals with Austria. This also applies inversely; if Burgundy form France, they will become historical rivals with Austria.
- Forming another nation while being the Emperor of China resets all reforms made as the previous nation. This is important to keep in mind if looking to form Qing or Yuan.
- Forming a country may require your capital to be in a region, or it may move your capital. This may void your trade company investments, and if you don't have a main trade port it may move your home node.
- Forming a country resets any expanded infrastructure done in any provinces. Centralized states remain centralized however.

Some countries are end game tags. These countries are not allowed to form other countries even if they otherwise meet the prerequisites. Seven exceptions are forming Aotearoa, Hawai'i, Roman Empire or Viti, the last imperial reform creating the Holy Roman Empire, Yuan forming the Mongol Empire and Ethiopia forming Aksum. However, none of these options are available to the Holy Roman Empire or the The Papal State. The end-game tag restrictions can be lifted by disabling the option Limited Country Forming.

Some countries are German regional tags. These countries are not allowed to form other German countries even if they otherwise meet the prerequisites. The decision to form Prussia is the only one of these that does not exclude German regional tags, so Prussia can be formed by the other nations on this list, but Prussia itself can't form the other countries.
Former colonial nations[edit | edit source]

The following nations can only be formed by former colonial nations who have achieved independence. Unlike other formable nations, these can be formed in games using the random setup. A country can only form one of these nations during a scenario, with exceptions of forming United States and Canada. Around half of these nations don't have unique ideas or events, so the formation decisions are mostly cosmetic, although they usually provide prestige and permanent claims on their respective regions.
Federation countries[edit | edit source]
These countries can be formed by uniting a federation with the federation advancement “Federal Constitution”. Which country gets formed depends on the primary culture of the federation leader (in parenthesis).
Event countries[edit | edit source]
These nations can appear and be played via special events. Most are not strictly formable nations, because you abandon your current nation to the AI to take over the newly spawned nation.
- Tibet mission event Meeting with the Khans: the country can become Khalkha, Khoshuud or Zunghar. Note that this changes primary culture and government type, but not national ideas or missions.
- Teutonic Order event The End of the Teutonic State: the country becomes Danzig.
- When Pest is taken by the Ottomans, Hungary can become Transylvania in the fall of Hungary event.
- Sunda mission event A New Capital, A New [Root.GovernmentName]: gives the choice to become either Banten, Cirebon or stay the current country.
- Dai Viet Divided: splits up Dai Viet into Tonkin and Annam one of which can be played depending on previous decisions.
- Civil war events for Lan Xang: allows to become Champasak, Luang Prabang or Vientiane in some circumstances.
- Zulu can be spawned and optionally played through an event after the Militarize the Nguni decision.
Pirate event countries[edit | edit source]
The pirate nations are spawned through an event which allows the player to either: release said country as an independent nation, release it as a march, or play the country as a newly released independent nation.
Name changes[edit | edit source]
Some missions and decisions change the name of a country without changing its tag or flag. Changing the name does not form a new country. A name change has no effect on the game. For all conditions and effects, the country is still the same.
