Cilli is an OPM stuck between Austria and Croatia in 1444. It is the primary nation and only country of Slovene culture.
The below is one of many player suggested strategies for Cilli. Bear in mind, due to the dynamic nature of the game, it may unfold differently for other players.
The player starts off being landlocked and surrounded by between Austria, Hungary and Croatia in 1444. Most of the time Croatia would be a junior partner with Hungary, while Austria and Hungary would be allied. So for the first several decades the only choice for the player is to improve diplomatic relations and possibly form alliances with them and also Bosnia Naples and sometimes The Papal State. Save as much ducats and wait for your allies to go into war with someone. Join for help and it grants the player a strong ally when starting to conquest. Note that one normally does not have Casus Belli and the first crucial war the player would need to pay for stability costs. Try to vassalize or get land and be able to build navy asap. Normally this process would take around 10-30 years.
Another option is to try to sieze the Imperial throne. Cili is in a unique position to win an early election for the Emperor of Holy Roman Empire by the virtue of +1 Diplomatic reputation tradition. With the power of the Empire, combined with a nascent ability to ally Ottomans against Austria, Cili has a deceptively strong position in the early game.
